Mix ground meat together. Finely chop onion and add to meat. Season with garlic, salt, pepper and ground sweet red pepper. Shape little sausages, width of a finger and dust with flour. Put on a grill rack and let stand for 30 min. The meat will become firmer, after the flour swelled. Brush Cevapcici and rack with oil. Heat broiler/grill and grill for 15 min. Turning once than broil for another 10 min. Cook noodles al dente. Mix mayonnaise and the vinegar (use vinegar-sauce from pickles) and stir well. Season to taste. Cut chives in fine rolls and chop onion. Add both to the sauce. Drain vegetables thoroughly and let dry a little before adding to the sauce. Cut bell pepper and tomato into chunks and add to other ingredients. Finally mix the noodles with the sauce.
