Combine the starch and the flour. Mix with 250g / 8 3/4 oz ground hazelnuts. Add unsalted butter and sugar and knead in the food processor until the dough is a firm ball. Divide the dough in half and form each half in a long roll. Wrap the rolls in aluminum foil and refrigerate for 1/2 hour. Line a baking sheet with parchment paper. Cut in 1 cm thick slices and put on the baking sheet.
Make sure there is enough space between each cookie because they are rising a lot. Put a whole Hazelnut in the middle of each cookie. Pre-heat the oven to 355 F. Bake the cookies for 18 min. on the middle rung. Don't remove the cookies from the baking sheet until the are completely cool. They becoming crunchy after cooling off. Be careful not to over bake the cookies, if they are to dark they getting bitter.
